FairVote this year commissioned Lynne Serpe to assess the potential of
choice voting and instant runoff voting for New York City elections. Lynne
interviewed a wide range of New Yorkers and prepared an analysis
(available by request) laying out different roadmaps toward reform.
FairVote's Rob Richie and Amy Ngai will join Lynne in presenting these
roadmaps and their implications for city politics.
As background to this discussion, New York City has a long history of
using and considering different voting methods for its elections. From
1936 to 1945, the city council was elected by the choice voting method of
proportional representation, which later was used for community school
board elections. Later limited voting was used for certain council
elections. Today the citywide primary runoff system is particularly
controversial, triggering interest in instant runoff voting.
