Fix it internally. Borrow money, lobby the state and federal government, and cut executive perks.
Raise fares. Only the rich will be able to afford it, but that'll ease congestion!
Cut services: that's fine, we'll just walk the five miles to work.
Ignore it. They always say they're going broke, and then they always find the money.
